Apply at Diplomatic mission
A visa has to be applied for in person at the local German diplomatic mission in the home country. The original application form in the language version used by the diplomatic mission has to be submitted together with the required documents. Application forms can be downloaded free of charge from the web page of the particular diplomatic mission. They can also be picked at the diplomatic mission.

The visa fee usually is 60 Euros per person.
Processing the visa for a short stay of no more than three months takes on average between two to ten working days. During holiday time, which is the main travel season, longer processing times are presumable.
Processing a visa for a longer stay may take several months.
Due to the high applicant numbers at many diplomatic missions it may be required to obtain an appointment in advance. You also have to allow for waiting times.
Competence to issue visas
According to § 71 II AufenthG (German Residence Law) embassies and consulates general (diplomatic mission) of the Federal Republic of Germany are competent for issuing visas.
Territorial competence for issuing visas lies with the diplomatic mission, the administrative district of the applicant’s normal residence is assigned to.
Competent for the subject-matter is the diplomatic mission of the Schengen countries, in whose territory the only or main destination is located.
